One credit buys one job, and coming back to it is free
The credit is spent when you send a job off to be filled, not when it's submitted, because the tool never submits. If it flags a question for you, answer it and pick that same job back up as often as you need: the return trips cost nothing, even on an empty balance, unless that job was already refunded to you, in which case picking it back up again is a new purchase. You're buying the job, not the attempt.

A dead link costs you nothing, the first time
If the page turns out to have no application form on it at all, the credit goes straight back. A form that argues with you is not a refund: it's still yours to walk back into for free until it's done. A second dead-link report on the same job isn't auto-refunded; it goes to a person to sort out by hand.
